So, what are the options for EB3-I? It appears that porting to EB2 will be more difficult moving forward due to difficulties in getting PERM approved especially for IT professions.

The issue at hand is not to "prove" if you are educationally qualified rather long delays in legal employment based immigration. So sending copies of degree certificates may not convey our message. Also, if we wrap the stoppers in the photo copies of the degrees that might show subtle disrespect to American learning institutions that gave you those degrees. On the contrary, these degrees are to be framed, if you want to. Lets not do that. We want to give a positive message e.g. stop reverse brain drain.

- Stop American jobs from off-shoring : use a stopper
- Stop reverse brain "drain" from America to keep America competitive : use stopper

where they mention that 100K high skilled immigrants have left US to go back to India, China and other countries.

This is wrong. EAD can be issued when both of the following conditions MUST meet:
I140 has been approved
I485 application is 180 days old

Actually, the analysis of numbers and the "math" that you refer to was also done on the prediction threads. So it wasn't really all that useless.
BTW, I am one of those others who are all over the prediction threads. I don't have a big problem with prediction threads. My PD is Dec 2004; so I do need some comic relief once in a while.

We both did FP but he never did the physical (I did it in 05/2005).
Guess what happened today? His wife (the dependent) just got her GC in the mail!!!! About his? No news!!! Anyway, I told him it was a complete aberration: how could a dependent get GC before the main applicant was approved?
And how can you get approved when you haven't taken the physical (neither of them has done it yet)!!!
What do you guys think of this?

I applied for PIO card for my son and daughter and both was rejected as both me and my wife are Indian citizens. I was under the impression that kids who hold PIO card need not have to pay NRI fees during college. Is this something true?

Also looks like Sec. 501 Earned Access to Legalization may apply only to illegals.

Our state is like Indian farmers. Indian farmers look for rain in July, August and september for good harvest...we look for July, Aug and Sept for good visa bulletin. Government will not do anything for hard working farmers in India and here for hard working professionals.

Comparing with Gandhi ji's struggle makes no sense. When discriminated, he refused to cooperate. Refused to buy "monopolistic" foreign clothes, salt.
H1-B is noway similar to that. H1B can choose not to put up with discriminating employers, rules etc and chose not to work in an economy which is exploitative.
Once H1B stop putting up these rules, employers with think we need to do something to attract foreign talent. Till then why bother to lobby for change in EB rules.
Note: I approve of free trade but in those days it was all one-sided monopolistic trade where Indian consumers had no choice but were forced to buy British goods.

For every one of us getting GC is a nightmare. Though USCIS follows a system, I feel it is not correctly followed. Also I noticed that people who have filed before the PERM process are really suffering. There are people who are in EB3, waiting for more than 9-10 years, keeping hope and anxiously waiting.
I feel that we should write to USCIS to clear all the pending GC�s (EB2, EB3) filed before PERM (March 31, 2005) need to be processed before they take up any cases filed in PERM.
This will certainly make the process rational.

If the USCIS cashes the checks and then returns the packets (total $1490 in my case), is there any legal recourse to get a refund from them? Since they are pretty much doing whatever they want, this thought just occurred to me.

It seems we are busy calculating $1= 42 Rupees all the time. Maybe we should reduce the recuring payments to Rupees 20. That will help everyone.
